throwing this together real quick for
called, who asked how i do my dark-blue coloring on dark images. :)
going from

starting with the base image, i duplicate it and set it on screen. about 60 to 100% depending on the quality of the image and how dark it is. this was my result.
then, i merge and do auto-contrast and auto-levels. and then crop, do any additional image alterations such as sharpening, etc. i also blur the background a bit using the blur tool on 0% hardness and about 50% strength.

now for the coloring. just as a note, each individual step might not look like much here, but together, they give the intended result.
first is a hue/saturation layer on softlight 25%. hue = +10; saturation = +51.

a curves layer on softlight 32%. just fiddle with the RGB side. mine for this one is:
point one: 0, 0
point two: 154, 94
point three: 99, 198
point four: 255, 255

a selective coloring layer on normal 100%
reds: -21, +2, +10, -10

a levels layer on normal 100%
rgb: 19, 1.19, 255

finally, a channels layer on 100%
reds: +100, -10, -6, 0
green: +2, +90, +2, 0
blue: +8, 0, +96, -2

then, a light texture set on screen, followed by a duplicated layer of what you have so far (ie, creating a new layer and typing "ctrl+shift+alt e"). set this on screen too, but on a low opacity. and there you go!
